I believe that for someone to be wicked they must have wicked intentions and rebellious aspirations in life. I don't believe that someone could be raised to be wicked/rebellious, but they are in fact born wicked/rebellious. However, their influences later in life greatly affect their chances of being wicked/rebellious. Some factors could be role models, the media, and their general environment.
