As we remember the liberation from Egypt, we also recognize the stirrings of spring and rebirth happening in the world around us. The symbols on our table bring together elements of both kinds of celebration.</p>\n\n<p>We now take a vegetable, representing our joy at the dawning of spring after our long, cold winter. Most families use a green vegetable, such as parsley or celery, but some families from Eastern Europe have a tradition of using a boiled potato since greens were hard to come by at Passover time. Whatever symbol of spring and sustenance we’re using, we now dip it into salt water, a symbol of the tears our ancestors shed as slaves. With this cup we turn our thoughts to those not being offered a helping hand. Scant resources are allocated within the criminal justice system to provide alternatives to incarceration and prepare incarcerated individuals for successfully reentering society.<br />\nThe criminal justice system has become the primary strategy by which we address many of the challenges facing members of low income and minority communities, including drug addiction, mental illness, behavioral issues at schools, and limited access to employment. However, we have designed the criminal justice system as a maze that is easy to enter and difficult to leave.<br />\nMany of these individuals enter the criminal justice system after committing a non-violent drug offense, and then are put on a path that goes straight to prison and does not address the issues that cause people to cycle in and out of the corrections system.<br />\nTwo-fifths of drug offenders are rearrested for the same charge. This speaks to the physiological nature of drug addiction and the need to address it as a medical condition requiring treatment, rather than a crime requiring incarceration. We need to redesign our criminal justice system so that non-violent drug offenders are diverted to alternative treatment programs that address drug addiction, mental illness, and job access.<br />\nAcross the entire prison population, the vast majority of people will return to society, but will leave prison severely ill prepared to do so. Reflecting a lack of in-prison treatment services and the level of societal exclusion, studies have shown that incarceration actually increases the risk of reoffending. xxvi In part due to the limited availability of funding, 60% of Maryland prisoners do not participate in treatment and educational programming each year. Its customs are familiar and can be viewed with many lenses. The symbols are universal and are subject to almost any reading: social justice, class, the war in Ukraine, the Holocaust, Middle East politics, American or Canadian politics, agriculture, the environment, the list is endless, and the proliferation of interpretations is evidence that this is fertile territory.</p>\n\n<p>A few things – maybe only two – about the holiday are unavoidable, as in, Pesach wouldn't be Pesach if not for these things. One is symbolic/metaphorical, the other is cultural. The most important theme of Pesach is freedom from slavery. The holiday commemorates the time when the Hebrews were freed from slavery in Egypt. We eat unleavened bread, which is \"cheap road food.\" The charoset symbolizes mortar used by the slaves to make bricks. Every symbol is meant to remind us that these people were slaves. Slavery – actual, physical forced labor – provides a vivid frame of reference to talk about all other kinds of oppression: colonialism, the 1%, governments, mental illness, bullies, crime, the criminal justice system, corporate welfare. Pesach is the holiday where we openly celebrate the oppressed, the underdog. So, unlike other more nationalistic holidays like Hanukah, Pesach is really a day for us to remember the oppressed.</p>\n\n<p>The cultural aspect of the holiday that is unavoidable is that it is Jewish. For most non-practicing, non-believing Jews, Pesach is the one annual event where we remember our Jewishness. We observe the customs. We sing in Hebrew. We eat traditional food. We inhabit the world of our ancestors, both known and unknown, recent and ancient.</p>\n\n<p>All seders are the same at their core, and every seder is unique. Seders are both modular and constant. They have a dual nature. Seder means \"order,\" implying that there are rules, but the order goes only so far. This is a holiday that celebrates freedom after all. He came to Memphis, Tennessee to support the striking sanitation workers of the city, and he spoke to a gathered crowd:</p>\n\n<p>“The issue is the refusal of Memphis to be fair and honest in its dealings with its public servants, who happen to be sanitation workers. One thousand, three hundred sanitation workers are on strike. Now we're going to march again, and force everybody to see that there are thirteen hundred of God's children here suffering, sometimes going hungry, going through dark and dreary nights wondering how this thing is going to come out. And we've got to say to the nation: We know how it's coming out. For when people get caught up with that which is right and they are willing to sacrifice for it, there is no stopping point short of victory.”</p>\n\n<p>This oppression of workers is nothing new. Excerpts are cited with <em>“NJC” </em>and the page number.</p>\n\n<p><u>Question #1</u></p>\n\n<p><strong>Why does America have the highest incarceration rate of any developed nation in the world?</strong></p>\n\n<p>Many factors have increased the incarceration rate, including the War on Drugs, the imposition of mandatory minimum sentencing, and privatization of prisons, which creates financial incentives for keeping people in prison.</p>\n\n<p>“The impact of the drug war has been astounding. In less than thirty years, the U.S. penal population exploded from around 300,000 to more than 2 million, with drug convictions accounting for the majority of the increase. The United States now by far has the highest incarceration rate in the world.” (NJC, p. 6)</p>\n\n<p>Incarceration is a t<strong>ool of social control.</strong></p>\n\n<p>“[D]rug crime was declining, not rising, when a drug war was declared in 1972. From a historical perspective, however, the lack of correlation between crime and punishment is nothing new. Sociologists have frequently observed that governments use punishment primarily as a tool of social control, and thus the extent or severity of punishment is often unrelated to actual crime patterns.” (NJC, p. 7)</p>\n\n<p><u>Question #2</u></p>\n\n<p><strong>Who is being locked up in the United States?</strong></p>\n\n<p>There is a strong racial dimension to the pattern of incarceration.</p>\n\n<p>“No other country in the world imprisons so many of its racial or ethnic minorities. The United States imprisons a larger percentage of its black population than South Africa did at the height of apartheid. In Washington, D.C., our nation’s capitol, it is estimated that three out of four young black men (and nearly all those in the poorest neighborhoods) can expect to serve time in prison. Similar rates of incarceration can be found in black communities across America.</p>\n\n<p>“These stark racial disparities cannot be explained by rates of drug crime. Studies show that people of all colors use and sell illegal drugs at remarkably similar rates . . . This is not what one would guess, however, when entering our nation’s prisons and jails, which are overflowing with black and brown drug offenders.” (NJC, p. 6)</p>\n\n<p>The Egyptians dealt harshly with us and oppressed us; they imposed heavy labor upon us. (Deuteronomy 26:6, Haggadah)</p>\n\n<p><strong>Two Personal Stories</strong></p>\n\n<p>Michelle Alexander describes two experiences of harsh treatment in the criminal justice system:</p>\n\n<p>“Imagine you are Emma Faye Stewart, a thirty-year-old, single African-American mother of two who was arrested as part of a drug sweep in Hearne, Texas. All but one of those people arrested were African- American. You are innocent. After a week in jail, you have no one to care for your two small children and are eager to get home. Your court-appointed attorney urges you to plead guilty to a drug distribution charge, saying the prosecutor has offered probation. You refuse, steadfastly proclaiming your innocence. Finally, after almost a month in jail, you decide to plead guilty so you can return home to your children. Unwilling to risk a trial and years of imprisonment, you are sentenced to ten years probation and ordered to pay $1,000 in fines, as well as court and probation costs. You are also now branded a drug felon. You are no longer eligible for food stamps; you may be discriminated against in employment; you cannot vote for at least twelve years; and you are about to be evicted from public housing. Once homeless, your children will be taken away from you and put in foster care.</p>\n\n<p>“A judge eventually dismisses all cases against the defendants who did not plead guilty. At trial, the judge finds that the entire sweep was based on the testimony of a single informant who lied to the prosecution. You, however, are still a drug felon, homeless, and desperate to regain custody of your children.</p>\n\n<p>“Now place yourself in the shoes of Clifford Runoalds, another African-American victim of the Hearne drug bust. You returned home to Bryan, Texas, to attend the funeral of your eighteen-month-old daughter. Before the funeral services begin, the police show up and handcuff you. You beg the officers to let you take one last look at your daughter before she is buried. The police refuse. You are told by prosecutors that you are needed to testify against one of the defendants in a recent drug bust. You deny witnessing any drug transaction; you don’t know what they are talking about. Because of your refusal to cooperate, you are indicted on felony charges. After a month of being held in jail, the charges against you are dropped. You are technically free, but as a result of your arrest and period of incarceration, you lose your job, your apartment, your furniture, and your car. Not to mention the chance to say good-bye to your baby girl.” (NJC, pp. 97-98)</p>\n\n<p><u>Question #3</u></p>\n\n<p><strong>Why are so many African Americans, as well as other people of color, being treated like criminals?</strong></p>\n\n<p>Mass incarceration is a tool to reinforce a racial caste system in the United States.</p>\n\n<p>“Slavery defined what it meant to be black (a slave), and Jim Crow defined what it meant to be black (a second-class citizen). Today mass incarceration defines the meaning of blackness in America: black people, especially black men, are criminals. That is what it means to be black.</p>\n\n<p>“The temptation is to insist that black men ‘choose’ to be criminals; the system does not make them criminals, at least not in the way that slavery made blacks slaves or Jim Crow made them second-class citizens. The myth of choice here is seductive, but it should be resisted. African Americans are not significantly more likely to use or sell prohibited drugs than whites, but they are made criminals at drastically higher rates for precisely the same conduct. In fact, studies suggest that white professionals may be the most likely of any group to have engaged in illegal drug activity in their lifetime, yet they are the least likely to be made criminals. . . . Black people have been made criminals by the War on Drugs to a degree that dwarfs its effect on other racial and ethnic groups, especially whites. And the process of making them criminals has produced racial stigma. (NJC, pp. 196-197)</p>\n\n<p><u>Question #4</u><br />\n<strong>Why do we, as Jews and friends of Jews, ask these questions on this seder night?</strong></p>\n\n<p>There are Jews of color who have personal stories to tell about experiencing racism; there are Jews of all colors who have personal stories to tell about incarceration and the criminal justice system. But the issue affects us all, whether or not we have personal stories to tell. As the people of the Exodus, we are called to witness the suffering of our neighbors, to open ours eyes and to cry out in the name of justice.</p>\n\n<p>Dismantling the system of mass incarceration and creating a system of justice and dignity for all Americans calls for wisdom, perseverance, hard work, and faith. We must raise our voices and build alliances. We hope for the ability to see clearly, to act with compassion, and to forgive ourselves for the ways we have unknowingly been agents of oppression. We hope for courage, guidance, and strength as we celebrate Passover, our festival of freedom.</p>\n\n<p>We read together the words of the Rev. Martin Luther King, Jr, from his letter from a Birmingham, Alabama jail on April 16, 1963:</p>\n\n<p>“Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Facing this mirror of history, how do we answer their challenge?</p>\n\n<p>In recounting our story, let us consider that we tell it to four children:</p>\n\n<p>What does the Activist Child ask?</p>\n\n<p>“The Torah tells me, ‘Justice, justice shall you pursue,’ but how can I pursue justice?”</p>\n\n<p>Empower him always to seek pathways to advocate for the vulnerable. As Proverbs teaches, “Speak up for the mute, for the rights of the unfortunate. Speak up, judge righteously, champion the poor and the needy.”</p>\n\n\n\n<p>What does the Skeptical Child ask?</p>\n\n<p>“How can I solve problems of such enormity?”</p>\n\n<p>Encourage her by explaining that she need not solve the problems, she must only do what she is capable of doing. As we read in Pirke Avot, “It is not your responsibility to complete the work, but neither are you free to desist from it.”</p>\n\n\n\n<p>What does the Indifferent Child say?</p>\n\n<p>“It’s not my responsibility.”</p>\n\n<p>Persuade him that responsibility cannot be shirked. As Abraham Joshua Heschel writes, “The opposite of good is not evil, the opposite of good is indifference. In a free society where terrible wrongs exist, some are guilty, but all are responsible.”</p>\n\n\n\n<p>And the Uninformed Child who does not know how to ask…</p>\n\n<p>Prompt her to see herself as an inheritor of our people’s legacy. As it says in Deuteronomy, “You must befriend the stranger, for you were strangers in the land of Egypt.”</p>\n\n\n\n<p>At this season of liberation, join us in working for the liberation of all people. She lost her home and all her belongings, but did not despair. Françoise began to help others, volunteering with Solidarite Fanm Aysisyèn (SOFA), a local women’s empowerment group. Working tirelessly, she helped rebuild homes, organize a mobile clinic to tend to dozens of wounded and sick, and distribute hygiene kits to prevent cholera. Today, Françoise is beginning to recover from her own loss—and she keeps serving as a beacon of hope to others.</p>\n\n<p>BURMA</p>\n\n<p>Khun Khit San is a member of the Shan ethnic group—a minority in Burma. His people have faced persecution because of their ethnic heritage and identity, suffering years of violent attacks by the military. Although Burma has taken steps toward freedom and democracy in recent years, the army continues to persecute minorities like the Shan, Kachin, Karen, Ta’ang and Rohingya—by torturing civilians and displacing people from their homes. Khit San is just 27, but he has already dedicated his life to stopping this violence. In 2010, he co-founded Kaung Rwai Social Action Network (KSAN), which now works in 25 villages mobilizing youth to become activists, community leaders and human rights educators. They have garnered national media attention for their cause and are inspiring a new generation to fight for justice, equality and peace.</p>\n\n<p>GUATEMALA</p>\n\n<p>Covering their faces with scarves to maintain their anonymity, 15 Guatemalan women courageously testified in 2016 before a war crimes tribunal about their harrowing experiences of abuse at the hands of soldiers during Guatemala’s 36-year civil war. They faced intimidation and threats for telling their stories, but persevered, saying: “We are telling the truth. We want to be heard. And we want justice.” Ultimately, they got the justice they sought. In an unprecedented victory, the two military officials were sentenced to a total of 360 years in prison.</p>\n\n<p>INDIA</p>\n\n<p>Sunita Jaiswal was 15 when she first got married and 17 when she gave birth to her first child. Her husband drank heavily and beat her. Her parents encouraged her to be patient—and she had no choice because she couldn’t support herself alone. But she soon found a way to change her story. She discovered Azad Foundation, an AJWS grantee that trains low-income women to become professional drivers. Azad taught her to drive and gave her lessons in self-defense and human rights. With their support, she filed for divorce and reported her husband to the police.</p>\n\n<p>Today Sunita works as a private chauffeur and is able to support herself and keep her children and younger siblings in school. She also made a new friend—whom she later chose, of her own will, to marry. Her new husband supports her career fully. “This is what I liked the most about him,” Sunita says. “There are very few people who actually support us and help us go forward in life.”</p>\n\n<p>DEMOCRATIC REPUBLIC OF CONGO</p>\n\n<p>Julienne Lusenge was a radio broadcaster in the late ’90s at the beginning of Congo’s brutal civil war. When women from around the country began calling in to her radio show describing horrific violence and rape, she decided it must be stopped. Julienne founded an organization called Female Solidarity for Integrated Peace and Development (SOFEPADI) and started training girls and women to stand up to their attackers. She provided trauma counseling to survivors and dispelled stigma that left so many survivors isolated and alone. Today, Julienne and SOFEPADI are defending thousands of women in Congolese courts and are winning hundreds of cases—bringing hope that rule of law and justice can return.</p>\n\n<p>Let us consider this story of a former slave and his master:</p>\n\n<p>In 1864, after 32 long years in the service of his master, Jourdon Anderson and his wife, Amanda, escaped a life of slavery when Union Army soldiers freed them from the plantation on which they had been working so tirelessly. They grasped the opportunity with vigor, quickly moved to Ohio where Jourdon could find paid work with which to support his growing family, and didn’t look back. Then, a year later, shortly after the end of the Civil War, Jourdon received a desperate letter from Patrick Henry Anderson, the man who used to own him, in which he was asked to return to work on the plantation and rescue his ailing business.</p>\n\n<p>Jourdon’s reply to the person who enslaved his family, dictated from his home on August 7th, is everything you could wish for, and quite rightly was subsequently <a href=\"http://farm8.staticflickr.com/7035/6790780585_466117fe88_o.jpg\">reprinted</a> in numerous newspapers. Jourdon Anderson never returned to Big Spring, Tennessee. He passed away in 1907, aged 81, and is buried alongside his wife who died six years later. Together they had a total of eleven children.</p>\n\n<p>Dayton, Ohio,</p>\n\n<p>August 7, 1865</p>\n\n<p>To My Old Master, Colonel P.H. Anderson, Big Spring, Tennessee</p>\n\n<p>Sir: I got your letter, and was glad to find that you had not forgotten Jourdon, and that you wanted me to come back and live with you again, promising to do better for me than anybody else can. I have often felt uneasy about you. I thought the Yankees would have hung you long before this, for harboring Rebs they found at your house. I suppose they never heard about your going to Colonel Martin's to kill the Union soldier that was left by his company in their stable. Although you shot at me twice before I left you, I did not want to hear of your being hurt, and am glad you are still living. It would do me good to go back to the dear old home again, and see Miss Mary and Miss Martha and Allen, Esther, Green, and Lee. Give my love to them all, and tell them I hope we will meet in the better world, if not in this. I would have gone back to see you all when I was working in the Nashville Hospital, but one of the neighbors told me that Henry intended to shoot me if he ever got a chance.</p>\n\n<p>I want to know particularly what the good chance is you propose to give me. I am doing tolerably well here. I get twenty-five dollars a month, with victuals and clothing; have a comfortable home for Mandy,—the folks call her Mrs. Anderson,—and the children—Milly, Jane, and Grundy—go to school and are learning well. The teacher says Grundy has a head for a preacher. They go to Sunday school, and Mandy and me attend church regularly. We are kindly treated. Sometimes we overhear others saying, \"Them colored people were slaves\" down in Tennessee. The children feel hurt when they hear such remarks; but I tell them it was no disgrace in Tennessee to belong to Colonel Anderson. Many darkeys would have been proud, as I used to be, to call you master. Now if you will write and say what wages you will give me, I will be better able to decide whether it would be to my advantage to move back again.</p>\n\n<p>As to my freedom, which you say I can have, there is nothing to be gained on that score, as I got my free papers in 1864 from the Provost-Marshal-General of the Department of Nashville. Mandy says she would be afraid to go back without some proof that you were disposed to treat us justly and kindly; and we have concluded to test your sincerity by asking you to send us our wages for the time we served you. This will make us forget and forgive old scores, and rely on your justice and friendship in the future. I served you faithfully for thirty-two years, and Mandy twenty years. At twenty-five dollars a month for me, and two dollars a week for Mandy, our earnings would amount to eleven thousand six hundred and eighty dollars. Add to this the interest for the time our wages have been kept back, and deduct what you paid for our clothing, and three doctor's visits to me, and pulling a tooth for Mandy, and the balance will show what we are in justice entitled to. Please send the money by Adams's Express, in care of V. Winters, Esq., Dayton, Ohio. If you fail to pay us for faithful labors in the past, we can have little faith in your promises in the future. We trust the good Maker has opened your eyes to the wrongs which you and your fathers have done to me and my fathers, in making us toil for you for generations without recompense. Here I draw my wages every Saturday night; but in Tennessee there was never any pay-day for the negroes any more than for the horses and cows. Surely there will be a day of reckoning for those who defraud the laborer of his hire.</p>\n\n<p>In answering this letter, please state if there would be any safety for my Milly and Jane, who are now grown up, and both good-looking girls. You know how it was with poor Matilda and Catherine. I would rather stay here and starve—and die, if it come to that—than have my girls brought to shame by the violence and wickedness of their young masters. You will also please state if there has been any schools opened for the colored children in your neighborhood. The concentration of police drug enforcement resources in poor communities of color</strong></p>\n\n<p>About 9% of Marylanders violate drug laws each month, and people of all races engage in this illegal activity at similar rates. With such a large population of offenders to choose from, police have incredible discretion in deciding which neighborhoods and people to target. The police have chosen to direct their resources at impoverished communities of color, and to overlook suburban neighborhoods. It has become common for the police to use SWAT teams and militarized tactics in minority communities, while their use is rare in the affluent white neighborhoods where they would likely spur a political backlash. Beyond targeting African American communities, the police also disproportionately target African Americans within predominantly white environments. One study in Baltimore found that while only 21% of drivers on I-95 are African American, they represented 70% of those stopped and searched for drugs.xiii What made this even more shocking was the finding that whites were more likely than African Americans to be carrying illegal drugs in their vehicles. The effect of the disproportionate concentration of police resources is that while African Americans use drugs at the same rate as whites, they are more than twice as likely to be arrested for a drug offense. This disproportionate targeting of African Americans represents a cornerstone of our new system of racial control.</p>\n\n<p><strong>2. The forfeiture laws and grant programs that incentivize making mass numbers of drug arrests</strong></p>\n\n<p>The federal government has created powerful financial incentives for local police departments to focus their resources on arresting people for low-level non-violent drug offenses. The government provides an estimated $153 of funding to local police departments for each drug arrest, and the Pentagon further provides military equipment in proportion to the number of arrests.xiv As a further inducement to increase drug arrests, the federal government has authorized local police departments to use the cash and assets connected with illegal drug activity to supplement their budgets.</p>\n\n<p><strong>3. Racial discrimination in conviction rates for drug offenses</strong></p>\n\n<p>Prosecutors have incredible discretion over the fate of criminal defendants. They decide whether to try or dismiss a case, what charges to bring, what plea deal to offer, and even whether to transfer a case to the federal system where the penalties are more severe. Studies have regularly shown that prosecutors use this discretion to the detriment of African American defendants. One study concluded that at nearly every stage of pretrial negotiation, African Americans were less successful than similarly situated whites at getting charges reduced to misdemeanors or infractions.xv As a result, African Americans are three times as likely as whites to be incarcerated for a drug offense.xvi</p>\n\n<p><strong>4. Racial discrimination in the length of sentences handed down for drug offenses</strong></p>\n\n<p>The U.S. Sentencing Commission recently found that African American men face prison sentences that are nearly 20% longer than those of white men for similar crimes. Studies have further found that the sentencing disparities faced by African Americans are even greater for drug offenses than for violent crimes. One explanation is that when judges are faced with less serious offenders, they are more likely to allow non-legal factors, such as race, to influence their sentencing decisions.xvii</p>\n\n<p><strong>5. Minimum sentencing rules that are overly punitive and tie the hands of judges</strong></p>\n\n<p>The threat of mandatory minimum sentences empower prosecutors to extract guilty pleas from nearly all defendants. When cases do go to trial, mandatory minimums prevent judges from considering mitigating factors, such as the age or role of the defendant in the drug offense. Rather, judges are forced to deliver sentences that are far longer than would be the case if they were able to use their own discretion.</p>\n\n<p><strong>6. The denial of parole to every prisoner serving a life sentence with the possibility of parole in Maryland</strong></p>\n\n<p>Since 1995, Maryland’s governors have vetoed every decision by Maryland’s parole board to grant parole to eligible prisoners serving life sentences. Contrary to legislative intent and the expectations of judges, the sentence of life with the possibility of parole has become a de facto sentence of death in prison. At the same time, more than one in ten of those sentenced to life in prison in Maryland are teenagers, the people most in need of meaningful opportunities for release. Moreover, this is a rate that is higher than in all but two other states. Racial disparities characterize these sentences, with African Americans constituting 84% of juveniles serving life sentences, a rate that is tied with Alabama for the highest in the country.</p>\n\n<p><strong>7. The denial of civil rights, such as employment, education, housing, public benefits, and jury service to individuals with criminal records</strong></p>\n\n<p>Upon completing their formal sentence, individuals with felony convictions enter a new more permanent phase of punishment. Similar to the system of control during the Jim Crow era, highly disproportionate numbers of African Americans begin what has been termed an “internal exile.” They are permanently stripped of many of their basic civil rights, and prevented from reintegrating into the mainstream society and economy.</p>\n\n<p>Across the country, employment and housing discrimination against individuals with criminal records is widely prevalent, with fewer than one in four employers saying that they would be willing to hire someone with a drug-related felony conviction.xix The U.S. government bars those with drug convictions from receiving federal student aid. Moreover, many states permanently bar individuals with felony convictions from receiving food stamps, cash assistance, and living in public housing. While Maryland restores these benefits after a period of time, those recently released from prison are often unable to access them at a time when they are most in need of support. Finally, Marylanders with felony convictions are automatically excluded from jury service, one of the basic rights of American democracy.</p>\n\n<p><strong>8. The sentencing disparity between crack and powder cocaine</strong></p>\n\n<p>Mandatory minimum sentences for the possession of crack cocaine are 18 times longer than those for the same weight of powder cocaine. While this disparity has been reduced from 100:1 in 2010, the presence of any disparity disproportionately discriminates against African Americans. According to the U.S. Sentencing Commission, African American constitute 79% those convicted of crack cocaine offenses and 28% of those convicted of powder cocaine offenses. At the same time, these numbers also represent racially discriminatory arrest and conviction rates, with African Americans constituting only 38% of crack cocaine users and 15% of powder cocaine users. The disparate treatment in sentencing is difficult to justify on non- racial grounds. The key difference between the two substances is that powder cocaine becomes crack after combining it with baking soda and heat. Research has shown both powder and crack cocaine to have an identical biological impact on the body.xx There are currently an estimated 2,700 individuals serving prison sentences under the discriminatory 100:1 sentencing guidelines, who would be free under the revised law.</p>\n\n<p><strong>9. The garnishing of up to 100% of wages to pay back fines, fees and costs that are a condition of probation or parole</strong></p>\n\n<p>Upon release from prison, returning citizens in Maryland often face a daunting numbers of fines, fees and costs related to their imprisonment. Returning citizens are billed to cover the cost of parole supervision, drug testing, treatment, community service programs, and some court proceedings. This is in addition to court mandated restitution and child support payments. With two-thirds of returning citizens unemployed, most are unable to pay these charges and thus face mounting nonpayment penalties. These debts then lead to civil judgments, negative credit reports, and wage garnishment. As a result, individuals caught in this impossible situation are often forced into the underground economy. Moreover, while debtor’s prisons are illegal, Maryland threatens to revoke parole for individuals that fail to make court payments, creating added stress that can prevent successful reentry into society.</p>\n\n<p><strong>10. The concentration of police resources on the war on drugs, which creates more crime than it prevents</strong></p>\n\n<p>Research shows that in many communities mass incarceration has reached a tipping point, where so many people have been removed as to undermine the social cohesion that helps maintain safety. The war on drugs rips apart community networks, destabilizes families, and locks people out of the mainstream economy. I don’t like sharing my stories of pain or difficulty. They often feel like stories of failure. It often feels like my pain is a result of my inadequacy in managing my life or lack of success. If I were a better person, more capable, wiser, more powerful, my story would be all about happiness. Sadness becomes associated with failure. By including the pain and humiliation in our national story of birth and redemption we are reminding ourselves that pain, sadness, and difficulty are part of everyone’s story. I don’t need to paper over it or pretend it’s not there. My challenge is to include fully the hard parts of my story, both individually and nationally, and still feel joy and gratitude. But what about those who cannot foresee their own redemption from the impending impacts of climate change, those who literally do not have the infrastructure that the mortar and brick of redemption affords? There are people all over the world on the edges of shorelines which are slowly slipping away, whose homes cannot withstand the rising waters and violent winds of extreme weather caused by climate change. Already over 22 million people a year are being displaced from their homes due to natural disasters.</p>\n\n<p>Tonight, as we eat this \"sandwich,\" let us remember the privilege of our infrastructure and the freedom and comfort that our homes provide us. The bitterness of the salty ocean waters continues to destroy many people's homes, for many a symbol of sweetness and freedom. Without proper adaptation and mitigation, people will continue to lose their homes.
